ADA Transition Planning
The Washington State Parks and Recreation Commission is updating its Transition Plan to address barriers to accessibility for people with disabilities. The updated Transition Plan will help identify policy, program, and physical barriers to accessibility, and will develop barrier removal solutions to better allow people with disabilities to access the state park system’s natural, cultural, and recreational features.

Auburn State Park Property Disposition
The Washington State Parks & Recreation Commission has deemed the following property surplus to the needs for state park purposes and is offering it for sale at the appraised value of $2,080,000.

Beacon Rock Entrance Road Realignment
Washington State Parks and Recreation Commission undergoing a planning process to renovate the main park entrance at Beacon Rock State Park. The project primarily addresses traffic and visitor safety where State Route 14 (SR 14) intersects the entrance to Beacon Rock. The purpose of the project is to design safer parking, realign or relocate the vehicle entrance, and analyze how to best separate pedestrians from vehicles. The current road alignment and campground entrance road was designed in the 1930s and requires improvements with an increase in park visitation, volume and speed of vehicles along this segment of SR 14, and to address pedestrian/vehicle conflicts.

The Washington State Parks and Recreation Commission is developing the Blake Island Marine State Park Facility Improvement Project to meet Office of Financial Management’s Predesign Report requirements.

Ginkgo Petrified Forest/Wanapum
Washington State Parks and Recreation Commission initiated the Classification and Management Planning process, known as CAMP, for Ginkgo Petrified Forest State Park and Wanapum Recreation Area in January 2020. A public meeting and other outreach to interested parties was held in Stage 1 – Issues Identification. Stage 2 is currently underway, which includes the development of alternative approaches to address the issues identified in Stage 1. Staff is currently developing alternative approaches for the issues identified in Stage 1 and hopes to seek public input this fall.

Klickitat State Park Trail Long Term Boundary
This planning action is to modify the Klickitat State Park Trail Long Term Boundary (LTB) to include the surrounding slopes adjacent to the trail between the town of Klickitat and Warwick. The goal is to look at options and funding if willing landowners would like to talk more.

Kopachuck & Jarrell Cove
The CAMP project will address development and management of programs and facilities as well as protection of natural and cultural resources at these parks.

Kopachuck State Park Right of Way Transfer to Pierce County
State Parks is currently working on a capital project that will renovate and expand both the upland and beachfront day use areas of the park. As a requirement to receive a building permit for this project, Pierce County is requiring additional right-of-way widths along certain portions of exiting roadway abutting the park. The County has determined that the project would generate additional traffic and when completed, will generate new vehicle trips which will have an impact on the existing county roadway system, and these impacts must be addressed. The right-of-way dedication required by the County will help to offset the impacts of this development on the adjacent roadway.

Lake Newport Property to Pend Oreille County - Proposed Transfer
Pend Oreille County has made a transfer request of commission owned Lake Newport State Park Property. The county proposes to incorporate this property into their Pend Oreille River Water Trail Plan.

Lake Sammamish Master Plan Update
The Washington State Parks and Recreation Commission has begun a planning project for Lake Sammamish State Park in King County. The project will update the park’s Redevelopment and Restoration Concept Plan, which was adopted by the Commission in 2007. State Parks will consider whether the facilities proposed in the 2007 plan are still appropriate for the park and also whether any additional facilities should be considered.

Lake Sammamish Trail Plan
The Washington State Parks and Recreation Commission and the Friends of Lake Sammamish State Park are partnering to develop a plan to improve the trail system within Lake Sammamish State Park.

Larrabee State Park Trail Planning

McSorley Creek Restoration
King County and Washington State Parks are seeking public input on a proposed restoration project near Des Moines that would remove rip-rap at McSorley Creek and the shoreline at Saltwater State Park to improve fish habitat, control flooding and enhance recreational amenities.

Miller Peninsula Planning
The Washington State Parks and Recreation Commission is developing a long-range plan for Miller Peninsula State Park Property. Miller Peninsula is a 2,800-acre undeveloped park in the north Olympic Peninsula, just east of Sequim and north of Highway 101 in Clallam County. The property includes a trail system for hikers, mountain bikers, and equestrians through a beautiful second-growth forest. It also includes three miles of saltwater shoreline on the Strait of Juan de Fuca and Discovery Bay, but most of the shore is high-bank, so beach access is limited.

Moran Mountain Bike Trail Proposal Planning
Washington State Parks is looking at long-term management options at Moran State Park as Orcas Power and Light Cooperative (OPALCO) transitions away from the current utility corridor. Parks has received a proposal from Evergreen Mountain Bike Alliance for formal development of a trail that will follow the alignment of the power line corridor. The developed trail would use an existing trail and the power line access road.

Nisqually Day Use Improvements Predesign
In July of 2021, the Washington State Parks and Recreation Commission received funding for a Predesign Report for Day Use Improvements at Nisqually State Park. The report is due to the Office of Financial Management by June 30, 2022. If the report is approved, State Parks will be positioned to request funding for the first phase of the project in the 2023-25 capital budget.

Palouse Falls, Lyons Ferry & Lewis and Clark Trail
Washington State Parks is beginning a planning process for Palouse Falls, Lyons Ferry and Lewis and Clark Trail state parks. State Parks prepares land use plans through an agency-wide planning system called Classification and Management Planning or CAMP. CAMP is a multi-staged, public participation-based planning process for individual parks that culminates with adoption of park land classifications, a long-term park boundary, and a park management plan.

Saint Edward EERC
This improvement in the historic Seminary Gymnasium Annex at St. Edward State Park, is considered substantially complete. The Annex is a one-story addition that recently served as Locker Rooms and Meeting Rooms. The center contains an approximately 800 SF classroom serving students and adults of all ages, from Pre-K to college to adult learners. In addition, the learning center will use the 326 acres of Saint Edward State Park as a living laboratory and outdoor classroom.

Steptoe Butte & Steptoe Battlefield State Parks
Washington State Parks is beginning a planning process for Steptoe Butte State Park and Steptoe Battlefield State Park Heritage Sites . State Parks prepares land use plans through an agency-wide planning system called Classification and Management Planning or CAMP. CAMP is a multi-staged, public participation-based planning process for individual parks that culminates with adoption of park land classifications, a long-term park boundary, and a park management plan. The combination of these deliverables constitutes a land use plan. The CAMP process typically takes ten to fifteen months to complete

Westport Light Recreation Concession Area
In 2019, Westport Golf LLC approached Washington State Parks with a proposal to construct a Scottish links style “artisanal” golf course and a 30- to 40-room inn as part of overall development of Westport Light State Park near Westport. State Parks is considering this proposal — which is only conceptual at this time — but has made no commitments.

Capital Budget 2022
The Washington State Parks and Recreation Commission is in the process of developing the 2023-2025 Capital Budget request for legislative consideration during the 2023 legislative session. The request is guided by current Capital projects, previous planning and outreach efforts, and Commission direction.
